A group of teenagers at the scene confirmed to Stuff that they had seen the accident, but would not comment any further.
A policeman at the scene also declined to comment.
It's the second crash that has taken place on Marine Parade in Napier during the past week.
A woman in her 40s was taken to Hawke's Bay Hospital in a critical condition after a two-car crash last Friday morning on the intersection of Marine Parade and Awatoto Rd.
A policeman at the scene said a driver failed to give way, landing three people in hospital.
Two teenage girls were later discharged, while the woman in her 40s is now in a stable condition.
District Prevention Manager Inspector Dean Clifford described Tueday's fatal accident as a 'tragedy' and reminded people to stay safe on the roads during the holiday period.
'We've got the Serious Crash Unit and the CIB investigating the circumstances of the crash and that investigation will progress over the coming days,' Clifford said.
'There's been three fatal crashes in Hawke's Bay during the past couple of weeks. Fatal crashes can occur on a wide variety of factors, we've seen them occurring in rural areas to in the city. There's no one potential circumstance.
'We're just reminding drivers to be both vigilant and present on the roads, not to be distracted and pay attention to the environment and the circumstances.'
Clifford said while the families of the crash victims would be severely impacted by the circumstances, others would also be affected.
'It's hard not only for the police teams to deal with, but those who witnessed the crash, to those who live in the area where it happened. The impact remains with a lot of people,' he said.
Senior Constable Tim Rowe thanked those who assisted at the scene and said enquiries into the circumstances of the crash are ongoing.
Police are asking those who witnessed the crash to please contact Constable Rowe on 06-877 0609.
