A rates hike of 14.9% is essential for Selwyn District Council to balance growth with affordability, mayor Sam Broughton says.

The council adopted its long-term plan for 2024/2034 on Wednesday, promising to put 85% of its capital expenditure towards essential transport and infrastructure.

An increase of 15.6% to rates was initially proposed, but the reduction of some project budgets had led to savings, such as a $7 million reduction in the Mountains to Sea Cycleway budget, Broughton said.

The 10-year plan will see three new Park and Ride facilities, upgrades to public transport, a new recreation and sports centre in Darfield, and a new community centre and library in Leeston.
