Yes they should
Dogs are part of many Kiwi families, and well-behaved pets should be welcome in more public places such as cafés and some shops. Other countries have shown it can work when owners keep their dogs under control. Allowing more dog-friendly spaces also encourages people to walk, socialise and support local businesses. With sensible rules around leashes, behaviour and hygiene, everyone can benefit without compromising safety or comfort.
No they shouldn’t
Not everyone loves dogs, and public spaces should be comfortable for all. Some people have allergies, phobias or cultural reasons for wanting to avoid dogs, while others simply don't want them near food or crowded indoor areas. Even well-behaved pets can bark, shed fur or become unpredictable. Staff shouldn't have to police irresponsible owners. Parks and designated dog-friendly areas already provide plenty of opportunities without making every public space pet-friendly.
