A police spokesperson said no injuries had been reported in the crash, and asked motorists to be patient and expect delays.
Daniel Joseph, who had been on his way to the airport, saw the fire on the bridge shortly before 5am.
'I could see a major fire at the foot of the bridge city bound, there was still one lane open when the fire was still going but they closed that lane about 80m out from me passing the truck.'
Joseph said he was then stuck in standstill traffic for around 40 minutes, missing his 6am flight to Christchurch.
NZTA advised motorists to avoid the area.
By 6.45am NZTA said there 'were major delays' in the area.
'Delay your journey south this morning until all lanes are cleared,' it wrote on social media.
'Motorists are advised to delay all non-essential travel on SH1, avoid the area, consider working from home. Bus services are affected. There are also significant delays on the Western Ring Route.'
Following the crash four of five lanes were closed by the Harbour Bridge at 7.30am, all lanes had been reopened.
NZTA said there was currently a 70 km speed limit in lanes one and two because of diesel on the road.
